Gallery 37 Project Co-ordinator

Specification for Brief
1. Introduction
Birmingham City Council Arts Team delivers a range of projects, programmes and initiatives including arts in local neighbourhoods, mobile arts, Arts Champions, festivals such as Brilliantly Birmingham and Hello Digital, arts projects for young people (including Gallery 37) and training for artists. We hold the overview of public art commissioning for the authority and lead on strategic developments such as the Cultural Entitlement for Young People and Birmingham Cultural Partnership. The Arts Service commissions, supports, assesses and monitors grants for arts activities. It runs the Old Rep Theatre in Station Street, and Film Birmingham, the city’s film office.
The Arts and Young People team deliver and manage A Creative Future, Birmingham’s Strategy for Children, Young People and the Culture in partnership with the Children, Young People and Families Directorate.
The aim of the Creative Future strategy is to increase access to the arts, raise the quality of arts activities and recognise the achievements of children and young people in the culture. It has been extremely effective in changing approaches to cultural provision for young people in the city and has influenced the programmes of Birmingham City Council funded arts companies as well as our own projects.
An experienced project manager is sought to oversee the development and delivery of Gallery 37 Birmingham, in the summer of 2010.
Gallery 37 was pioneered in Chicago and has been delivered in Birmingham over the last ten years and since 2007 the programme has taken on a national profile, operating in five other English regions and two cities in Scotland.
Aim
To deliver the award-winning training programme for 16 to 24 year olds who are not in education, employment or training and offer them an opportunity to work alongside artists, arts organisations and other creative professionals for a three-week period from the 2nd-20th August 2010.
2. The Brief
1. Plan and deliver the Gallery 37 event, organising equipment, staffing, security and other associated needs to ensure delivery of outputs is on time and on schedule.
2. Lead the recruitment of lead artists and support staff, prepare artist and staff briefs, advertisements and contracts and assist in the application, interview and selection processes.
3. Implement an effective recruitment process for the selection and appointment of apprentice artists (young people), working in collaboration with a wide range of organisations including youth service, probation service and hostels.
4. Production of project and programme reports and briefings as required and supply of the web-based content developed throughout the projects to ensure Gallery 37 has a high profile
5. Manage citywide partnerships to maximise the impact and profile of the project and ensure systematic documentation, evaluation, monitoring and appraisal of the programme.
6. Gather evidence to assist in the evaluation of the programme and provide a summary report at the end of the programme.
7. Keep financial records for the programme and ensure the projects are within budget.
8. Produce a written final report on the Gallery 37 2010 programme
3. Schedule of delivery
It is anticipated that work will commence in April / May 2010. Therefore, the successful company/ individual with the skills, competences and experience necessary to implement the project successfully, will be available to work from May 2010.
4. Reporting requirements
This role will be reporting to Patricia Dixon, Arts and Young People Manager at Birmingham City Council. In addition to any ongoing contact, the freelancer will be required to submit a short mid-term progress report and will be expected to attend meetings to provide progress updates with the Arts and Young People Manager.
5. Copyright
It will be a condition of any contract between Birmingham City Council and the Freelancer that, unless otherwise agreed, intellectual property rights, including copyright in all and any works, including materials, and any training programme produced under the contract, must be assigned to Birmingham City Council.
6. Information Required from Bidders
Bidders are invited to set out proposals of no more than 2,000 words on how they will meet the requirements specified above. Bidders need to give details on the proposed structure, content and style of their approach to this project.
We would expect tenders to show:
- Reasons for wanting to work on the project and understanding of the subject areas and issues being addressed by the delivery of this project
- Relevant experience in respect of the preparation of similar projects and action planning processes
- Full budget breakdown, including numbers of days, tasks to be carried out, materials and other costs. Tenders should quote prices without VAT. If VAT is applicable, the supplier must show it separately and clearly.

Tenders will also be judged on the extent to which they offer value for money, although the contract will not necessarily be awarded to the lowest bidder.
7. Pricing
The approximate value of the proposed freelance work will be in the range of £6,000 exclusive of VAT. Bidders are invited to set out the most favourable pricing, terms and conditions they are prepared to offer and day rates will be agreed at the outset of the assignment.
8. Tender evaluation criteria
Tenders will be assessed using the following criteria:
- Experience and competencies in relation to delivery and project management, working to a clearly defined brief to produce a cohesive result
- Evidence of the Bidder’s capacity to design and deliver projects such as this one
- Ability to demonstrate personal experience of working on projects of this nature in the education and/or cultural sectors.
- The extent to which they offer value for money, although the contract will not necessarily be awarded to the lowest bidder
Assessment of Applications
Proposals will be reviewed by the selection Group on Wednesday 7th April to identify a shortlist of bidding freelancers with capacity to deliver against the required timescale.
